AHG16/Non-CE8: IBC search range adjustment for implementation consideration

Abstract
In this contribution, a modification is made on intra block copy search range when the current CU is the first CU of each 64x64 region (VPDU). The current specification allows the reference block comes from the collocated 64x64 region in the left CTU for IBC prediction, only for the first CU of each VPDU, but not for all other subsequent CUs in the region. It is asserted that allowing this corner case is not implementation friendly. The proposal in this document is to disallow such a case by adding a bitstream conformance restriction.
