Support of chroma 4:4:4 format in VVC

Abstract
This contribution proposes to support chroma 4:4:4 format in VVC by including several SW and spec text fixes. With the proposed fixes, the VTM-4.0 sw is capable to encode and decode video sequence in chroma 4:4:4 format. Comparisons on the coding performance between VTM-4.0 and HM-16.6 for video content with chroma 4:4:4 format are also reported.
