Non-CE3: Intra sub-partition coding without thin partitions

Abstract
This contribution proposes to disable 1xN, 2xN, and/or Nx1 subblock partitions for intra sub-partition (ISP) mode to improve the decoding throughput of the ISP mode. Latter on, we update our result with latest version. The updated simulation results of the proposal are summarized as follows:
