CE4: Regular merge flag coding (CE4-1.2.a and CE4-1.2.b)

Abstract
Reported in this document is the results of CE4-1.2 on the signaling of the regular merge flag under both merge and skip modes. It is observed that regular merge/skip is the most frequently used mode but is signaled with the longest codeword in the current VVC. In this proposal, we propose to modify the flag signaling for merge and skip modes. In the proposed scheme, the codeword length for regular merge mode becomes the shortest one and the results reportedly show -0.01% and -0.07% BD-rate improvements under RA and LDB, respectively. With the proposed modification, in average, the number of context coded bins is decreased by around one for coding the skip/merge modes. Moreover, a combination of the proposed method with the CE4-1.1 is also reported. The results reportedly show that the combination introduces 0.09% and 0.04% BD-rate increase under RA and LDB.
