CE2: On restriction of memory bandwidth consumption of affine mode (CE2-4.8)

Abstract
To constrain the memory bandwidth consumption of the affine mode at PU level, it is proposed to impose a PU level constraint on the decoder side. If it is detected that the affine model parameters lead to the reference block bounding box sizes exceeding pre-defined thresholds, a fallback is triggered in which a single motion vector is used for a PU coded in affine mode. The single vector is generated at the center point of the PU by using the affine motion model parameters. Otherwise, the PU is processed according to the specification of the affine mode in the VTM4.0.
