Description of Core Experiment 6 (CE6): Transforms and transform signalling

Abstract
The purpose of this Core Experiment (CE) is to investigate the coding tools related to transforms and transform signalling on top of the Test Model. In this CE, the tradeoff between compression efficiency and complexity of different transformation tools will be investigated. In addition to encoder and decoder run-times, other complexity metrics, e.g., operation counts and storage cost, will be also evaluated. The list of tools and experiments to be performed are detailed in this document.
