CE4-related: MMVD offset table signaling

Abstract
An MMVD offset table signaling method is proposed based on the MMVD offset table reordering method in CE4.4.5, to resolve the inter picture dependency and error resilience issue. The proposed method was implemented on top of CE4.4.5 software with signaling in slice header. It is reported 0.05% （RA） and 0.14% （LDB）luma BD-rate increase over CE4.4.5.c. Compared to VTM-3, 0.19% luma BD-rate reduction and 0.01% BD-rate increase are reported for RA and LDB, respectively.
