Non-CE4: Harmonization of MMVD and AMVR

Abstract
In this contribution, it is proposed to harmonize MMVD and AMVR. To signal the MVD in MMVD mode, The AMVR information is signaled first, followed by a MVD signaled with the specified MV resolution. Simulation results reportedly show 0.14% BD-rate savings under Random Access (RA) configurations.
