CE2.3.5 CTU adaptive sample adaptive offset

Abstract
The contribution proposes a CTU band offset technique, which extends HEVC SAO band offset. The proposed method reportedly show 0.06 %, 0.92 %, and 0.95 % bd-rate gain on Y, Cb, and Cr on average in VTM RA configuration and 0.15 %, 1.52 %, and 2.03 % bd-rate gain on Y, Cb, and Cr on average in VTM LB configuration respectively. It is recommended to adopt this technique in the next VTM software.
