JVET-AP0181 Non-EE2: Enhancement of Chroma MPM List Construction [W. Niu, Z. Li, M. Jia, X. Zeng, S. Xie, Y. Bai (ZTE)]

This proposal proposes to enhance the chroma MPM list construction, specifically, to modify the MPM list construction for non-CCP mode. The simulation results on top of ECM-19.1 are summarized as follows:
