Non-EE2: Fix for MDIP

Abstract
In ECM-19.1, it is asserted that MDIP has problems in deriving 2 intra prediction modes from left template area. The problem is fixed in the contribution and test results on top of ECM-19.1 are summarized as follows:

The proponents were requested to clarify with the SW coordinator if it is relevant to implement this fix. It does not seem to have much impact on the performance of MDIP.
