JVET-AM0337 Report of side activity on CfE bitrate allocation [P. Nikitin (Qualcomm), E. Alshina (Huawei), E. François (InterDigital)]

This contribution presents an updated proposal for adjusted bitrates for the CfE, based on the results of subjective viewing conducted during the 39th meeting (June 27–28, 2025), reported in JVET-M0323. The objective of the bitrate adjustment was to establish recommended target bitrates per sequence, spanning a quality spectrum from very poor to excellent, with four clearly distinguishable intermediate quality levels as observed during the viewing sessions.

Based on the adjustment, target bitrate recommendations are provided for each CfE candidate sequence.Roughly half of the rate points would have to be re-generated, but only few cases of highest rate, and in some cases the previous R3 becomes R4.

It was commented that the number of adjustments was larger than expected. In terms of re-computing the bitstreams it might be manageable. This would however need to be confirmed by the volunteers who generated the bitstreams.

To finally agree on changes,

• The authors of JVET-AM0337 should establish a “priority marking”
• It balance of workload for volunteering companies should be assessed
• Other experts should further study the cases
