Non-EE2: On virtual intra prediction mode (VIPM) derivation for transform selection

Abstract
This contribution proposes to clean up the current design of the virtual IPM (VIPM) derivation and includes 2 aspects, namely: HoG analysis to detect predictors with no dominant directionality and redundant processing removal. The simulation results of the proposed methods on top of ECM-16.1 are reportedly as follows:
