EE2-3.5: On affine motion compensation

Abstract
This contribution reports test result of EE2 Test 3.5 on affine motion compensation. It is reported that {-0.05%(Y), -0.03(U)%, 0.04%(V)} BD-rate change with 99.3% EncT and 100.4% DecT can be achieved under RA CTC, and {-0.07%(Y), -0.02(U)%, -0.05%(V)} BD-rate change with 99.9% EncT and 100.4% DecT under LDB CTC.
