JVET-AJ0187 AHG3: Guidelines for VTM-based software development [F. Bossen, X. Li, K. Sühring]

It is proposed to update the guidelines for VTM-based software development and add a paragraph about the use of SIMD-optimized code, which is now more common. The list of supported compilers is also updated to reflect current Gitlab CI practice.

The contribution was verbally summarized by the SW coordinators.

It was agreed to include the proposed changes in an updated document JVET-AJ2003.
