JVET-AG0180 AHG9: On the SEI processing order SEI message [Y. Sanchez, R. Skupin, C. Hellge, T. Schierl (HHI)]

In this document a proposal is described that updates the SEI messages allowed to be used with the SEI processing order SEI message and that suggest modifications to clearly specify the input to the different processing steps of the process indicated by the SEI processing order SEI message.

It was asserted by an expert that filler data SEI was intentionally included. The film grain characteristics SEI message references decoded pictures, while most other SEI messages reference cropped output pictures. The reason might be because the processing of film grain should be aligned with the transform blocks, while the cropped region may be smaller. This requires some clarification.

After offline discussion between experts, the aspect of cropped output pictures was identified to be relevant. A follow-up presentation was given at 2210 on Thu 25 Jan.

As a conclusion, the following solution was suggested:

It was commented that, as there is no expectation of a normative output, the misalignment with transform block boundaries would not be too severe in case of the FGC SEI message.

Decision: It was agreed that the change as shown above (from JVET-AG0180) shall be included in the JVET-AG2027 output document.
