AHG9: Complexity description for NNR post-filter SEI message
Abstract
This contribution proposes a NNR post-filter SEI message based on JVET-X0112. This proposal suggests including syntax element for information of complexity and precision to decide applicability on the decoder side without having to analyze network information specified by the URI or payload in the SEI.

What is the maximum number of parameters? Syntax element nnrpf_num_parameters_idc is 8 bits, and MaxNumParameters = (2048 << nnrpf_num_parameters_idc) – 1. Minimum is 2048.
