Five new GGI flags are proposed for new adopted tools in VVC version 2 operation range extensions:

1. general_no_extended_precision_constraint_flag

2. general_no_ts_residual_coding_rice_present_in_sh_constraint_flag

3. general_no_rrc_rice_extension_constraint_flag

4. general_no_persistent_rice_adaptation_constraint_flag

5. general_no_reverse_last_sig_coeff_constraint_flag

Identical to JVET-X0076.
