JVET-V0107 Editorial suggestion for JVET CTC on HDR/WCG [D. Rusanovskyy (Qualcomm), T. Hashimoto (Sharp)] [late]

This contribution informs on inaccuracies identified in the text of the JVET CTC description on HDR/WCG video coding related to wPSNR calculation. Text improvement was proposed to address identified inaccuracies and enabling HDR/WCG metric interpretation for higher bit depths.

Decision (CTC): Agreed to make this change, using the text in version 1 which does not require software change.
