JVET-T0056 AHG9: SEI manifest and SEI prefix indication SEI messages [Y.-K. Wang (Bytedance), T. Stockhammer (Qualcomm), A. M. Tourapis, D. Singer (Apple)]

This was discussed in session 13 at 0840 on Tuesday 13 October 2020 (chaired by GJS & JRO).

This contribution proposes to bring the SEI manifest SEI message and the SEI prefix indication SEI messages that are in AVC, HEVC, and V-PCC to VVC/VSEI.

Compared to the HEVC text for these two SEI messages, only two changes are made, as follows:

1. In the NOTE in the semantics of the SEI manifest SEI message, the mentioning of the two SEI messages that are not present in ITU-T H.266 | ISO/IEC 23090‑3 or ITU-T H.274 | ISO/IEC 23002-7 is removed.
2. The persistence scope of the two SEI messages in the informative table is changed from "The CLVS containing the SEI message" to "The CVS containing the SEI message", to be aligned with the semantics of the SEI messages. Note that this change is also proposed as an errata item for HEVC in JVET-T0054. This is not needed for AVC as AVC does not have such an informative table.

There was discussion of whether the VSEI standard has the right scope to be able to specify this, or if it should be in the VVC standard instead. The VVC standard has awareness of the SEI messages and payload types that are in the VSEI standard, but not vice versa.

Decision: Adopt into an output draft for VVC; further study whether it would be possible to put this in VSEI instead.
