AHG9: Clean-up on derivation of POC

Abstract
In current VVC working draft, the MSB of POC is derived according to whether the flag, ph_poc_msb_cycle_present_flag is equal to 0 or not. However, ph_poc_msb_cycle_present_flag is not present when sps_poc_msb_cycle_flag is equal to 0 and currently there is no inference rule is specified when for ph_poc_msb_cycle_present_flag when it is not present. This issue has been reported in the VVC spec ticket #1118. To solve the above asserted bug, this contribution suggests to infer ph_poc_msb_present_flag to be equal to 0 when not present.
