AHG9: On MMVD flag in SPS and PH

Abstract
This contribution proposes a bug-fix to the semantics of sps_mmvd_fullpel_only_flag. In the latest VVC draft 9, sps_mmvd_fullpel_only_flag and ph_mmvd_fullpel_only_flag are used to determine whether the sample precision of merge mode with motion vector difference (MMVD) is only integer at a sequence or a picture level. Even though sps_mmvd_fullpel_only_flag is defined in the semantics of the flag that MMVD uses integer sample precision when the flag equals to 1, there is a possibility that MMVD may actually use fractional sample precision when the flag equals to 1 due to the signalling of ph_mmvd_only_flag which is parsed only if sps_mmvd_fullpel_only_flag equals to 1. In this contribution, two different options are proposed to solve the bug derived from inconsistency between the semantics definition of sps_mmvd_fullpel_only_flag and the related syntax parsing process.
