AHG9: On signalling of the maximum transform skip size

Abstract
In this contribution, it is proposed that the maximum transform skip size (sps_log2_transform_skip_max_size_minus2) is signalled by u(2) instead of ue(v). In the current spec, possible values of sps_log2_transform_skip_max_size_minus2 are only in the range of 0 to 3.
