AHG9: On ph_inter_slice_allowed_flag in GDR picture

Abstract
In this contribution, to allow inter-related tools in GDR picture two methods are proposed to prevent signaling one picture as one inter slice allowed picture in picture header when ph_gdr_pic_flag in PH is equal to one: 1) adding one constraint for ph_inter_slice_allowed_flag to be 1 when ph_gdr_pic_flag is equal to 1; 2) conditioning the presence of ph_inter_slice_allowed_flag on ph_gdr_pic_flag being equal to 0. It is claimed that this modification makes the specification text cleaner as it includes the spirit of the intent of the GDR design.
