On constraint info signalling

Abstract
This contribution presents a proposal for a modification to the constraint info signalling of the VVC draft. It is proposed to move the extension length indicator from last to first in the constraint info syntax structure in order to allow skipping of signalling constraint info when all constraint flags are zero.
