Crosscheck of JVET-R0229 (AHG11: Fixed number of reuse flags for palette mode)

Abstract
This document reports the crosscheck summary for the methods and results in JVET-Q0229. The proposal proposed two methods to have a fixed palette predictor size in the parsing of palette reuse flags, in order to reducing the dependency of reuse flag parsing on updated palette predictor size. This report confirms that the crosscheck results match the results provided by the proponent. In addition, the spec changes are aligned with the implementation in the software provided.
