Crosscheck of JVET-R0332 (AHG9: On syntax signalling order in SPS)

Abstract
This document reports the results of crosschecking JVET-R0332 proposed by Kwai. JVET-R0332 proposes to rearrange the syntax elements related to inter slices in the sequence parameter set (SPS) in a similar manner as the grouping of the inter-slice related syntax elements in picture header. The changes in the provided software and changes in the provided VVC Draft are aligned. The verification task was done, and the BD-rate results match those in JVET-R0332.
