AHG12: Subpicture with filler slice for merged stream

Abstract
This contribution proposes to enable signalling subpicture with filler slice for simple and flexible subpicture merging. For enabling filler subpicture, a filler subpicture flag is introduced. A decoding process of the filler slice is defined as normative or non-normative approaches.
