AhG 9: Cleanup of inter predication HLS syntax elements

Abstract
For intra-only configuration/profile, the draft VVC specification has several inter-related HLS syntax elements that are redundantly coded. It is asserted that the number of HLS syntax elements is more than 5 times more than in HEVC. This contribution therefore proposes a method for reducing this overhead by defining an SPS and PPS flag to indicate if intra-only is used.
