AhG 9: Slice-Level Chroma Residual Scaling Flag

Abstract
LMCS can be controlled at both picture header and slice header level. At picture header level, either luma mapping or chroma residual scaling part of LMCS can be deactivated. However, the slice level control can only deactivate LMCS completely, which leads to less control at this level. This contribution proposes adding a slice header flag to deactivate the chroma residual scaling of LMCS.
