Abstract
This contribution includes three aspects. The first aspect is a bugfix for the definition of the first VCL NAL unit of an AU. The second aspect is to mandate the EOS in order to easily detect the first VCL NAL unit of a coded picture. Based on the second aspect, the third aspect is to replace picture_header_in_slice_header_flag in slice header with a variable which is derived by the presence of PH NAL unit. By doing this, the number of bitstream conformance constraints are reduced.
