AHG9: Some constraints of num_ref_entries

Abstract
The syntax element num_ref_entries[ listIdx ][ rplsIdx ] specifies the number of entries in the ref_pic_list_struct( listIdx, rplsIdx ) syntax structure. Multiple variables related to reference picture lists are derived from this syntax element. In current VVC Draft 8, there are some problems depending on the value of num_ref_entries. If the value of num_ref_entries is set to 0, the reference picture lists can not be derived when slice_type is equal to P or B. According to the discussion at the previous meetings, in order to generate a mixed NAL picture, it seems to be necessary to set num_ref_entries to zero when nal_unit_type is equal to IDR_W_RADL or IDR_N_LP. In this contribution, some constraints of num_ref_entries have been proposed.
