AHG9/AHG12: On signalling of subpicture ID

Abstract
This contribution proposes a constraint that the value of subpic_treated_as_pic_flag[] shall be equal to 1, when the value of SubpicIdVal[] of the subpicture is changed from the previous picture. It is intended to guarantee that only independently coded subpictures can be relocated by subpicture ID remapping in PPS.
