AHG12: Subpicture size calculation for subpicture extraction

Abstract
The author of the present document believes that there is a bug in the current subpicture extraction process whereby the size for a subpicture is claimed to be wrongly calculated when the subpicture is located at the bottom and/or right border of a picture that has a size that is not a multiple of the CTU size. It is suggested to solve this bug by calculating the correct size of the subpictures in luma samples based on the position of the subpicture to extract within the picture.
