AHG12: Modification of subpicture information in slice header

Abstract
This contribution proposes to modify syntax elements related to subpicture in slice header. VVC slice header refers to subpic_info_present_flag signaled in SPS and parsing dependency may exist. To remove the dependency, slice level subpicture-related syntax element, slice_subpic_info_present_flag, is proposed.
