Non-CE: Clean-up of High-Level Syntax Related to AMVR

Abstract
This contribution proposes some modification to VVC specification to have better control of AVMR. Currently, AMVR is controlled by the General Constraint Information of no_amvr_constraint_flag and the SPS flag of sps_amvr_enabled_flag. However, both these flags cannot completely deactivate AMVR as it can still be enabled with Affine if sps_affine_amvr_enabled_flag is true. This leads to a problem with profiling as AMVR cannot be fully constrained with its general constraint information flag.
