AHG12: On subpicture and OLS

Abstract
This document proposes to support subpicture-based RoI scalability in which higher layers use only a subset of subpictures of the reference layers. Such a reduced subpicture reference (RSR) mode brings along benefits in terms of bitrate and decoder level requirements.
