CE5-related: On high level syntax of CC-ALF

Abstract
This proposal reports the modifications on the high level syntax of cross component adaptive loop filter (CC-ALF). First, it introduces a new SPS level syntax for CC-ALF to decouple of high level syntax control of ALF and CCALF. Second, a bug that CC-ALF related syntax in picture header (PH) is still signalled even if two chroma arrays are unavailable is fixed. Third, the numbers of filters for CC-ALF in slice and picture header are removed.
