On context model for merge indices

Abstract
This contribution reports a mismatch between VTM-7.0 and VVC working draft 7 related to the coding of merge indices for regular merge mode and triangle merge mode. In the VTM-7.0, the first bin of merge_idx, the first bin of merge_triangle_idx0, and the first bin of merge_triangle_idx1 are coded with a single context model. While in WD7, these bins are coded with separate context models.
