AHG9: Slice level control of coding tools

Abstract
During the 16th JVET meeting which was held in Geneva, picture header (PH) was decided to be included in the draft VVC specification. Accordingly most of the syntax elements that were present in the SH have been moved to PH. In this contribution it is proposed to move the enabling control flags of 3 coding tools (namely BDOF, DMVR, PROF) from PH back to SH. It is asserted that proposed modifications provide finer encoder control and improved support for mixed content and local lossless coding application scenarios.
