Non-CE4: Range of the motion vector

Abstract
In current VVC draft text, the motion vector range is defined as [-2^17, 2^17 - 1]. If a motion vector exceed the range, two different operations are applied according to coding mode. Specifically, wrapping operation is applied for INTER mode, and clipping operation is for MERGE mode. In this contribution, unified MVD range control method is proposed as follow:
