AHG9: On signaling of the wraparound offset

Abstract
In VVC, the wraparound offset is signaled in SPS by sps_ref_wraparound_offset_minus1. However, the picture width and height in a CLVS may vary when RPR is applied. In this contribution, it is proposed to signal the wraparound offset in PPS, coinciding with the picture width and height.
