[AHG9]: Signalling the prediction weight table in the picture header

Abstract
In current VVC specification text, when weighted prediction is enabled for a picture, the prediction weight table may be signalled in slice header. Considering that weighted prediction tool is practically applied/efficient at a picture level when there are fades or illumination variation within a video, this contribution proposes to move the signalling of prediction weight table from slice header to picture header. The modified design of the prediction weight table signalling is as follows:
