AHG9: On indication of rectangular slice height in video subpictures

Abstract
In current VVC Draft 7 specification, a picture partitions can be done as multiple tiles, slices or subpictures. There is a problem for rectangular slices indication: when only with rigid and simple tile partitions for a complete video picture, it doesn’t allow flexibly indicating the rectangular slice height in CTU heights within a subpicture. In this contribution, a solution is proposed to allow slice height in CTUs to be indicated either inside a tile or inside a subpicture.
