CE2-2.1: Resetting palette predictor at CTU row

Abstract
This document presents the CE test of resetting palette predictor at the beginning of each CTU row regardless of whether WPP is used or not. The CE test is implemented and compared with VTM-7.0 following the CE2 test conditions. Results are summarized as below.
