AHG17: Improvement for removal of bricks

Abstract
In this meeting, the contribution JVET-P0240 was proposed. The proposal is to remove brick concept and represent rectangular slice using tile with allowing a tile to be partitioned into multiple rectangular slices. However, there is no need to signal tile_idx_delta syntax element for the last rectangular slice in case there are two or more rectangular slices in one tile. In this contribution, small fix for the last rectangular slice is proposed.
