Crosscheck of JVET-P0504: CE5-related: Harmonization of Hadamard filter, SAO and ALF

Abstract
A partial crosscheck of JVET-P0504 has been carried out. A bug in the original software was found and reported, specifically affecting RA. This was reported to be the same bug as in JVET-P0412. An updated version of the software that worked also for RA was provided, and for that software, the BDR figures are reported to match. It was noted by the crosschecker that for test 5, the reported BDR results are against an anchor that has SAO turned off while the test has SAO turned on.
