Crosscheck of JVET-P0310 (Non-CE4: On Simplification of PROF and BDOF)

Abstract
This contribution is a cross-check report of JVET-P0310. In the proposal, there are two aspects. First aspect is avoiding unnecessary sample fetching at padding process of BDOF and PROF. In the other aspect, a mismatch about PROF motion vector difference calculation between VVC D6 and VTM-6.0 is pointed out.
