Crosscheck of JVET-P0515: Non-CE8: Quantization unification for palette escape and transform skip

Abstract
This document reports the crosscheck summary for the methods and results in JVET-P0515 [1]. The source code provided by the proponents was verified to be consistent with the description in [1]. The rate-distortion performance was evaluated under CE8 test conditions [2] and matches those provided in [1].
