Crosscheck of JVET-P0586 Aspect #1 ([AHG18][Non-CE5] Proposed cleanup of deblocking filter process)

Abstract
This contribution reports the cross-checking results of aspect #1 of JVET-P0586, where a cleanup on the deblocking filter boundary strength derivation is proposed. The simulation results reportedly match those provided by the proponents.
